Wakkanai, the northernmost city in Japan, holds its Minato Matsuri port festival each late July, culminating in a fireworks display launched over the harbour facing the Sea of Japan and the Soya Strait. On clear evenings, the Russian island of Sakhalin is faintly visible across the water, lending the display a uniquely frontier atmosphere found nowhere else in Japan.
